Why it refuses
The refusal is not about your question.It is about who is liable for the answer.
A company running an assistant for hundreds of millions of people carries the risk of every reply it produces. The cheapest way to hold that risk down is to refuse a whole band of subjects, including the ordinary questions inside it. That is a business decision, and it is defensible for them. That is also why an uncensored AI without login is rare: an account is how the risk gets attached to a person.
It is also why you got a paragraph instead of an answer. An uncensored GPT-style chatbot built for adults asking directly takes the same question as a question rather than as a liability, and treats it the way a reference book would. In practice that is what an AI chat no filter means here: the first reply is the real answer, not a placeholder you have to argue your way past.

No, and it could not be. It is a separate model we run ourselves, on our own machines. Nothing here touches OpenAI, and no setting of theirs is being bypassed.
So what does uncensored actually cover?
Subjects an adult may legally ask about: medicine, law, money, politics, religion, sex, drugs, weapons in the sense a library covers them. An uncensored chatbot is one that explains, argues and writes on all of it instead of routing around the word.
What still gets refused?
Sexual material involving anyone under eighteen, in every language and however it is worded. There is no setting for it and no phrasing that gets around it.
Is it accurate, or just willing?
Willing is not the same as right, and this model is wrong sometimes like every other model. The difference is that it tells you when it is unsure instead of hiding the gap behind a refusal.
Is anything required before the first message?
Neither. Typing into the box is the entire entry procedure. There is no paid tier above it and no point where the page stops to ask who you are.
Is there a message limit?

What does AI chat no filter mean in practice?
It means the refusal is not the default. Most assistants answer properly once you rephrase, which tells you the answer was there the whole time. Here you get it first time. The exception is anything sexual involving minors, which is refused and stays refused.
